Drivers ‘should spend a year as learners’
new motorists should spend at least a year discovering to drive before gaining a licence, according to the association of British Insurers (ABI). It wants a total upgrade of the system, with night-time driving curfews as well as a lower drink-drive limit for new drivers, too.
